Brenda Mills, MSM, FACHE
Chief Executive Officer

Ms. Mills joined FSGC in 1990 as Director of Administrative Services. She was named Chief Operating Officer in 1992 and moved into the CEO position in 2002. She was a Certified Public Accountant for two years before coming to FSGC. She holds a Master of Science in Management from Baker University and is a 2015 graduate of Leadership Kansas. Ms. Mills is a member of the Association of Community Mental Health Centers of Kansas technical assistance team that provides review and consultation for community mental health centers.

Ed Cullumber, LSCSW, MPA
Chief Operating Officer

Mr. Cullumber joined FSGC as COO in 2005 after working as Director of Mental Health Services for 22 facilities operated by the Missouri Department of Corrections. He has over 25 years of experience in the community mental health systems in Texas and Kansas. Mr. Cullumber also holds the rank of Colonel in the Air Force Reserves and is the commander of the 442d Medical Squadron, Whiteman Air Force Base (MO).

Charles Millhuff, DO
Director of Medical Services

Dr. Millhuff has been with FSGC for 18 years and has 25 years of medical experience. He is Board Certified from the American Board of Psychiatry and Neurology in General Psychiatry and Child and Adolescent Psychiatry. He is a nationally known expert in early childhood psychiatric treatment. Dr. Millhuff received his Residency Training at the Karl Menninger School of Psychiatry. He also completed a Fellowship in Child and Adolescent Psychiatry at the Menninger School.

Chris Hartman, FHFMA
Chief Financial Officer

Mr. Hartman joined FSGC as CFO in 2001. He has an extensive background in corporate finance as well as information technology, facilities management and construction, fleet management and food service. Mr. Hartman holds a bachelor's degree in Accounting from Washburn University and is a Fellow of the Healthcare Financial Management Association. He is also board treasurer for the Topeka Facility Managers Association and KC Freedom, Inc.

Rhonda Brown, PHR
Director of Human Resources

Ms. Brown has served as FSGC's Director of Human Resources since 1989 when she rejoined the workforce after 13 years as a stay-at-home mom. Ms. Brown is a member of the Society for Human Resources Management Topeka and the Society of Human Resources Management National.

Sandra Cummings
Executive Assistant to the CEO

Ms. Cummings has served as Executive Assistant since 2003. Prior to coming to FSGC, she worked at Westar Energy in multiple positions, including Executive Assistant to the Vice President of Information Technology, over 21 years.

Pam Evans
Director of Marketing & Development

Ms. Evans joined FSGC in 2013 as Director of Marketing & Development. Before coming to FSGC, she was with the State of Kansas for 18 years, including 14 years with the Department of Commerce. Pam is a Leadership Greater Topeka Class of 2017 graduate and an active member of the Association of Fundraising Professionals.

Anthony Bryan, MSW, LSCSW
Director of Community-Based Services

Mr. Bryan joined FSGC as an intern in 1989 and has been a staff member since, having served the agency in numerous capacities. Today, he works as Director of Community-Based Services. Mr. Bryan earned a Master of Social Work degree from the University of Kansas.

Candace Watson
Director of Administration

Ms. Watson has guided FSGC's administrative staff since 1989. Previously to coming to FSGC, she was the Office Manager at Watson's Body and Paint for 14 years. Ms. Watson has served as a consultant with the Association of Community Mental Health Centers of Kansas technical assistance team, working with numerous centers in the areas of policy, procedure and day-to-day operations.

Nancy Crago, LSCSW
Director of Psychosocial Rehabilitation

Ms. Crago came to FSGC in 1983 as an intern and has been with the organization since. She specializes in early childhood, trauma, autism and fetal alcohol syndrome. She is currently Director of Psychosocial Rehabilitation. She is also chair for the Governor's Behavioral Health Subcommittee Planning Council for Children and is involved with the USD 501, Topeka Public Schools' trauma informed work group.

Abby Callis, PsyD
Director of Quality Management

Dr. Callis accepted the position of Director of Quality Management in 2015 after five years of coordinating FSGC's Anxiety Treatment Program. She joined the organization in 2006 after completing her doctoral studies at the Florida School of Professional Psychology. She specializes in evidence-based anxiety treatment. Dr. Callis is active in the Anxiety and Depression Disorders Association of America and an adjunct professor at Washburn University.
